How the rule works

In Austin, a home with an automatic or manual sprinkler system waters one day a week: Thursday for even street numbers and Wednesday for odd street numbers. Hose-end sprinklers and drip irrigation get two days: Thursday and Sunday for even addresses, Wednesday and Saturday for odd. No outdoor irrigation runs between 10 a.m. and 7 p.m., so water from midnight to 10 a.m. or from 7 p.m. to midnight. These rules run all year until the City Manager orders a drought stage. Austin Water has been in the Conservation Stage of its Drought Contingency Plan since September 2, 2025, when it left Drought Stage 2 by the move City Manager T.C. Broadnax and Austin Water announced on August 26, 2025. The rules are in City Code Chapter 6-4, Sections 6-4-13 and 6-4-15. Section 6-4-14(C) takes a hand-held hose, a refillable container and an automatic bubbler out of these limits.

Rules and fines in Austin

Current stage Conservation Stage, the baseline stage of the City of Austin Drought Contingency Plan, in effect since September 2, 2025. City Manager T.C. Broadnax and Austin Water announced the move from Drought Response Stage 2 (in place since August 2023) on August 26, 2025, after flood inflows refilled the Highland Lakes. Austin Water's Find Your Watering Day page confirms the Conservation Stage. Under City Code 6-4-13(D) the Conservation Stage rules apply by default whenever no drought or emergency stage is ordered.

The exceptions include drip irrigation, hand watering, food gardens, new plantings, recycled water and fixing or testing sprinklers, each with its own conditions. A written exception can also be requested. The full text is below.

First: a warning notice. Then $25 to $100, $50 to $200, $200 to $400 and $300 to $600, for a home in the Conservation Stage.

Full text of the rules

Exceptions to the Austin rules

  • No day or hour limit for watering with a hand-held hose or refillable container (City Code 6-4-14(C)(2); Find Your Watering Day page).
  • No day or hour limit for an automatic bubbler, or for drip irrigation or a soaker hose placed within the drip line of a tree canopy or used for a vegetable garden (6-4-14(C)(1), (3) and (4)).
  • Using reclaimed or auxiliary water that is not mixed with Austin Water potable water (6-4-14(A)(2); Find Your Watering Day page).
  • Testing, repairing or installing a landscape irrigation system while the person doing the work is present (6-4-14(C)(7)).
  • New landscaping required by a land development permit: watering between 7 p.m. and 10 a.m. (6-4-14(D)(1)). A new xeriscape can get a variance: daily watering before 10 a.m. and after 7 p.m. for the first 10 days, then twice a week through day 40 (6-4-30(D)).
  • Variances are granted case by case, for example for a large property, a medical hardship or tree disease treatment. Apply through the Austin Water Conservation Hub and keep following the schedule until Austin Water grants the variance (6-4-30; Find Your Watering Day page).
  • Water waste is prohibited at all times: fix controllable leaks such as a broken sprinkler head or drip line, and do not let irrigation water run 50 feet or more into a street or parking area (6-4-12(B)).
  • Foundation watering only on the designated day and within the allowed hours (6-4-11(D)). Car washing at home needs a hose with a positive shutoff valve (6-4-15(E)).

Fines in Austin

  1. 1First witnessed violation, when the account had no violation at the address in the previous 365 days: a warning notice of violation (Austin Water Equity-Based Penalties Guidance).
  2. 2A second witnessed violation within 365 days brings a notice of citation with a penalty. For a residential facility in the Conservation Stage, City Code 2-13-24(E)(1) sets $25 to $100 for a first violation.
  3. 3Second violation: $50 to $200. Third violation: $200 to $400. Fourth or later violation: $300 to $600 (2-13-24(E)(1)). Citation levels count violations in a rolling 12 months.
  4. 4Within each range, Austin Water sets the amount by the home's average summer water use: the lowest use tier pays the minimum ($25, $50, $200, $300) and the highest pays the maximum ($100, $200, $400, $600).
  5. 5Austin Water's schedule page warns that penalties can reach $1,000 per violation; the higher ranges apply in drought stages and to commercial properties (2-13-24).

Austin watering questions

What day can I run my sprinklers in Austin?

An automatic or manual irrigation system at a home runs one day a week. Even street numbers water on Thursday and odd street numbers on Wednesday (City Code 6-4-13(E) table). On that day, water only from midnight to 10 a.m. or from 7 p.m. to midnight.

Can I use a hose-end sprinkler on more days in Austin?

Yes. Hose-end sprinklers and drip irrigation at a home get two days a week: Thursday and Sunday for even addresses, Wednesday and Saturday for odd addresses, within the same hours. A home that runs its irrigation system may not add hose-end watering on its designated day (6-4-13(E)).

What hours are banned for watering in Austin?

City Code 6-4-15(C) bans outdoor irrigation between 10 a.m. and 7 p.m., even on a designated day. The ban covers sprinkler systems, hose-end sprinklers and most drip. Section 6-4-14(C) takes out a hand-held hose or refillable container, an automatic bubbler, and drip or soaker hoses under a tree canopy or in a vegetable garden.

What watering stage is Austin in now?

The Conservation Stage, the baseline stage of the City's Drought Contingency Plan. City Manager T.C. Broadnax and Austin Water announced on August 26, 2025 a move from Drought Stage 2, which had been in place since August 2023, and the Conservation Stage rules took effect on September 2, 2025. These rules apply whenever no drought stage is ordered (6-4-13(D)).

What is exempt from Austin's watering days?

Hand watering with a hose or a refillable container, automatic tree bubblers, drip or soaker hoses under a tree canopy or in a vegetable garden, reclaimed water, and testing or repairing an irrigation system while someone is present (6-4-14). A new xeriscape can get a variance for daily watering in its first 10 days.

How much is the fine for watering on the wrong day in Austin?

Austin Water first issues a warning notice if the address had no violation in the previous 365 days. After that, City Code 2-13-24(E)(1) sets the Conservation Stage range for a home: $25 to $100 for a first violation, $50 to $200 for a second, $200 to $400 for a third, and $300 to $600 for a fourth or later. Heavier summer water users pay toward the top of each range.

How do I report someone watering on the wrong day in Austin?

Call 3-1-1, use the 3-1-1 mobile app or submit a report online. Austin Water asks for the address, the date, the time and the type of violation, such as watering on the wrong day, during banned hours, or runoff into the street.

Do these Austin rules apply to my home?

They apply to homes that get water from Austin Water. Some homes near Austin are served by another utility and follow its rules, so check the name on the water bill. City Code 6-4-3(A) also covers potable water that Austin Water supplies to other utilities on a wholesale basis.
