How the rule works

Cucamonga Valley Water District assigns no watering days and no watering hours: no even or odd address split, no days-per-week cap and no minute limit. The rules in force all year are the water use efficiency practices in District Code Section 4.20.030: no watering of outdoor landscapes during and within 48 hours after a measurable rainfall, sprinklers adjusted so there is no runoff or overspray, paved areas hosed only for health and safety, and a shutoff nozzle for car washing. No shortage stage is declared. The Board rescinded its last declaration, the Level 3 water shortage of May 24, 2022, by Resolution No. 2023-4-1 on April 11, 2023. Day or hour limits return only if the Board declares a new stage by resolution.

How many minutes to run sprinklers on each water day

Which sprinkler do you have?

Why rain covers it

October asks this zone for about 40 minutes of sprinkler time a week, from the state climate table for Rancho Cucamonga. That is less than one run, so the sheet shows none.

Established plantings live on the season's rain. New plantings still want a hand watering in a dry week.

Rules and fines in Rancho Cucamonga

Current stage No shortage stage is declared. Under District Code Section 4.24.040, Normal Conditions (the Chapter 4.20 water use efficiency practices) are in effect at all times, and a numbered stage starts only when the Board adopts a resolution (4.24.030). The last declaration, Resolution No. 2022-5-7 (Level 3, adopted May 24, 2022), was rescinded in its entirety by Resolution No. 2023-4-1 on April 11, 2023. The FY 2025/26 water supply and demand assessment found that no water supply shortage levels are required or anticipated.

There are no watering days or hours to make exceptions to; the full text below lists what applies.

First: a door hanger warning. Then $50, $100 and $150.

Exceptions to the Rancho Cucamonga rules

  • No watering of outdoor landscapes during and within 48 hours after a measurable rainfall (4.20.030(9)).
  • Adjust sprinklers so there is no runoff, overspray or excessive irrigation from the property (4.20.030(5)).
  • Hose paved areas only for health and safety, and only with a water broom or a water-efficient pressure washer using not more than five gallons per minute (4.20.030(1)).
  • Wash vehicles with a hose that has a shutoff nozzle so water does not flow to waste (4.20.030(2)).
  • Decorative fountains must recirculate their water (4.20.030(3)).
  • Repair all leaks once the District notifies you (4.20.030(4)).
  • Nonfunctional turf: potable water may not irrigate ornamental grass on commercial, industrial and institutional properties or on homeowners' association common areas, phased in from 2027 by Ordinance No. 2026-6-2 (4.20.030(10)). CVWD says the ban does not apply to residential properties.
  • There are no exemptions to list, because no day, hour or minute limit is in force. A customer who feels the rules cause an undue hardship can appeal to the District in writing (4.20.040, Exhibit A).

Rancho Cucamonga watering questions

Does CVWD assign watering days in Rancho Cucamonga?

No. Cucamonga Valley Water District Code Section 4.20.030 lists the practices customers must follow during normal conditions and water shortages, and none of them sets watering days, an even or odd address split, or watering hours. The rules that apply are about rain, runoff, hosing and leaks, so the water has to stay on your landscape.

How long after rain do CVWD customers have to wait to water?

Section 4.20.030(9) prohibits watering outdoor landscapes during and within 48 hours after a measurable rainfall. This rule applies all year, with or without a drought stage, to every CVWD customer in Rancho Cucamonga and the parts of Fontana, Ontario and Upland the District serves.

What are the CVWD fines for wasting water?

Under Section 4.20.040 and Ordinance No. 47, Exhibit A, the first violation brings a written notice, given as a door hanger warning. A second violation adds a $50 penalty to the water bill, a third $100, and a fourth or later $150. Service can be shut off for failure to comply or to pay. A customer facing undue hardship can appeal in writing.

Is Cucamonga Valley Water District in a drought stage right now?

No stage is declared. CVWD declared a Level 3 water shortage on May 24, 2022 by Resolution No. 2022-5-7, during the State Water Project shortage, and limited outdoor watering days. The Board rescinded that resolution in its entirety by Resolution No. 2023-4-1 on April 11, 2023, ending all associated restrictions. Its assessment for fiscal year 2025/26 found no shortage level needed. The notes of that state report still list a three days per week landscape limit and set watering times among practices the District maintains, but no Board resolution in force sets them, so call Customer Service at 855-654-CVWD (2893) if in doubt.

What would change if CVWD declared a water shortage stage?

Chapter 4.24 of the District Code sets nine stages, each started by a Board resolution. From Stage 1, hours of watering are limited to 4 p.m. through 9 a.m. From Stage 3, the District may also limit the days, frequency and duration of outdoor watering. Stages 8 and 9 may ban non-essential outdoor watering. Watch CVWD notices for a new resolution.

Does the CVWD nonfunctional turf ban apply to my front lawn?

No. Ordinance No. 2026-6-2 added Section 4.20.030(10), which stops potable water use on nonfunctional turf at commercial, industrial and institutional properties and homeowners' association common areas, phased in from 2027. CVWD's State Laws Impacting Water page says the ban does not apply to residential properties.

Is my home in Fontana, Ontario or Upland served by CVWD?

Maybe. CVWD serves all of Rancho Cucamonga but only parts of Fontana, Ontario and Upland, plus some unincorporated county land. Its 2025 Urban Water Management Plan names Fontana Water Company, the City of Ontario and the City of Upland as neighboring agencies, each with its own rules. Check the name printed on your water bill.

How do I report water waste to CVWD?

Use the Water Waste Reporting form on CVWD's website, the CVWD Responds app, or call Customer Service at 855-654-CVWD (2893). Runoff into the street, sprinklers running during rain and hosing down driveways are the usual reports under Section 4.20.030.
