How the rule works

San Gabriel Valley Water Company assigns no watering days and no watering hours: no even or odd address rule, no days-per-week cap and no time-of-day window. Its year-round rules, in tariff Rule No. 14.1, Section B, ban watering turf and landscapes during and within 48 hours after measurable rainfall of at least one-fourth of an inch, runoff into gutters or streets, hosing down driveways and sidewalks, and watering turf on public street medians. No shortage stage is named as in force. The company declared a Water Alert, a call for voluntary conservation, with Advice Letter 574, effective January 13, 2022, and a mandatory stage needs authorization by the California Public Utilities Commission.

How many minutes to run sprinklers on each water day

One zone at a time, from the state climate table for Rosemead and the month you pick. The plan does every zone for every month.

Which sprinkler do you have?

Why rain covers it

October asks this zone for about 37 minutes of sprinkler time a week, from the state climate table for Rosemead. That is less than one run, so the sheet shows none.

Established plantings live on the season's rain. New plantings still want a hand watering in a dry week.

San Gabriel Valley Water rules and fines

Current stage No shortage stage or level is named as in force on any page or filing read. Advice Letter 574 (effective January 13, 2022) revised Rule No. 14.1 and declared a Water Alert, a call for voluntary conservation. In June 2022 the company applied Level 2 of its plan under the state emergency regulation; the state removed that requirement in 2023. No filing ending the Water Alert was found, but Advice Letter 604 (2024) describes it in the past tense and the 2025 Water Shortage Contingency Plan names no active alert or level. A mandatory stage needs a Tier 2 advice letter and authorization by the California Public Utilities Commission (Rule No. 14.1, Section C), and no such authorization was found. The year-round waste rules in Rule No. 14.1, Section B, apply now.

There are no watering days or hours to make exceptions to; the full text below lists what applies.

No dollar fine for the year-round waste rules was found in the company's active tariffs.

Full text of the rules

Exceptions to the San Gabriel Valley Water rules

  • No watering of turf and ornamental landscapes during and within 48 hours after measurable rainfall of at least one-fourth of one inch (Rule No. 14.1, Section B.d).
  • No potable water use that results in flooding or runoff in gutters or streets (Rule No. 14.1, Section B.b).
  • No washing sidewalks, driveways, patios or other hard surfaces with potable water, except where health and safety are at risk (Rule No. 14.1, Section B.a).
  • Washing a private vehicle needs a hose with a positive shut-off nozzle (Rule No. 14.1, Section B.c).
  • No potable water on ornamental turf in public street medians (Rule No. 14.1, Section B.e).
  • No potable water for decorative fountains, lakes or ponds unless they use recycled water; the Regulatory page asks for a recirculating system (Rule No. 14.1, Section B.g).
  • No potable water for street cleaning or construction unless no other source or method can be used, or to protect public health and safety (Rule No. 14.1, Section B.f).
  • A customer who wants a variance, including a health and safety exception, writes to the company, which answers in writing; a customer who disagrees can file a formal complaint with the California Public Utilities Commission (Rule No. 14.1, Section E).

San Gabriel Valley Water fines

  1. 1No dollar fine for the year-round waste rules was found in the company's active tariffs. The Regulatory page says violations may result in daily fines, issued by local agencies or in cooperation with San Gabriel Valley Water Company, with no amount printed.
  2. 2Step 1, written notice: before a shutoff for negligent or wasteful use of water, such as breaking the Rule No. 14.1, Section B bans, the company must give the customer written notice (tariff Rule No. 11, Section B.3.a).
  3. 3Step 2, shutoff: if the wasteful use is not remedied within five days after that notice, the company may discontinue service (Rule No. 11, Section B.3.a). No dollar amount is attached.
  4. 4During a mandatory stage authorized by the California Public Utilities Commission, the company gives a written warning such as a door hanger or letter first, then may charge penalties under Schedule No. 14.1 (Rule No. 14.1, Section D.3).
  5. 5A customer who still does not comply after written notices and penalties may have a flow-restricting device installed for the rest of that stage; tampering or further violations can lead to discontinued service (Rule No. 14.1, Sections D.4 to D.6).

San Gabriel Valley Water watering questions

Which days can San Gabriel Valley Water customers water their yards?

Any day. Rule No. 14.1, Section B, lists banned water uses but sets no watering days and no even or odd address split. The Conservation page lists a tip to limit yard watering to three days per week, no more than 10 minutes per station, and to water early. It sits under Water Conservation Tips, so it is advice, not a rule.

How long after rain do I have to wait before running sprinklers on a San Gabriel Valley Water account?

48 hours. Rule No. 14.1, Section B.d, bans using water to irrigate turf and ornamental landscapes during and within 48 hours after measurable rainfall of at least one-fourth of one inch. The Regulatory page states the same rule as no outdoor watering within 48 hours of at least 1/4 inch of rainfall.

What outdoor water uses does San Gabriel Valley Water Company ban all year?

Rule No. 14.1, Section B, bans water use that causes flooding or runoff in gutters or streets, washing sidewalks, driveways, patios and other hard surfaces except where health and safety are at risk, washing a private car without a positive shut-off nozzle, watering ornamental turf on public street medians, and decorative fountains, lakes or ponds that do not use recycled water.

Is there a fine for wasting water in San Gabriel Valley Water's service area?

No dollar fine for these year-round rules appears in the company's active tariffs. Tariff Rule No. 11, Section B.3, lets the company shut off service if negligent or wasteful use is not fixed within five days after a written notice. The Regulatory page also says violations may result in daily fines, issued by local agencies or in cooperation with the company, without an amount. During a mandatory stage authorized by the state utility commission, Rule No. 14.1, Section D, starts with a written warning such as a door hanger, then penalties under Schedule No. 14.1, then a possible flow-restricting device.

What watering days would apply if San Gabriel Valley Water declared a water shortage?

The 2025 Water Shortage Contingency Plan sets Level 1 at three days per week: addresses ending in 0, 2, 4, 6 or 8 on Monday, Wednesday and Friday, and all other addresses on Tuesday, Thursday and Saturday, with no watering from 9 a.m. to 5 p.m. and 10 minutes per station. These limits are not in force now. A level needs a Tier 2 advice letter and authorization by the California Public Utilities Commission (Rule No. 14.1, Section C).

Do the 2022 drought watering limits still apply to San Gabriel Valley Water customers?

No. Advice Letter 604 explains that the company applied Level 2 of its plan in June 2022 because the State Water Board required it. The 2025 Urban Water Management Plan says Executive Order N-5-23 of March 24, 2023 removed that requirement. The Water Alert for voluntary conservation declared by Advice Letter 574 is the last declaration found.

Is my home served by San Gabriel Valley Water Company?

The 2025 Urban Water Management Plan lists all or portions of Arcadia, Baldwin Park, Commerce, El Monte, Industry, Irwindale, La Puente, Montebello, Monterey Park, Pico Rivera, Rosemead, San Gabriel, Santa Fe Springs, South El Monte, West Covina and Whittier, plus unincorporated Hacienda Heights and South San Gabriel. Neighbors such as La Puente Valley County Water District, Valley County Water District and several mutual water companies serve other parts, so check your bill. Your city may also have its own water rules.

How do I report water waste to San Gabriel Valley Water Company?

Email conservation@sgvwater.com, as the Report Water Waste note on the Regulatory page asks. For account questions call the El Monte office at (626) 448-6183, or (626) 448-4029 after hours.
