How the rule works

Otay Water District assigns no watering days and no watering hours: no even or odd address rule, no days-per-week cap and no time-of-day window. Its year-round rules still apply: no outdoor watering within 48 hours after at least 1/4 inch of rainfall, no runoff onto sidewalks and other areas beyond incidental runoff, and no hosing down driveways or sidewalks. Otay deactivated Level 1 of its Water Shortage Contingency Plan after Executive Order N-5-23 in 2023 and names no shortage level in force. Code of Ordinances Section 39 adds watering limits only during a declared water shortage. The code provides a notice of violation, then Type I fines of up to $100, $200 and $500, and Section 72.04 ties conservation fines to a declared shortage level.

How many minutes to run sprinklers on each water day

One zone at a time, from the state climate table for Chula Vista and the month you pick. The plan does every zone for every month.

4 Nozzle brand or soil

Which sprinkler do you have?

Why rain covers it

October asks this zone for about 37 minutes of sprinkler time a week, from the state climate table for Chula Vista. That is less than one run, so the sheet shows none.

Established plantings live on the season's rain. New plantings still want a hand watering in a dry week.

Otay Water District rules and fines

Current stage No water shortage level is named as in force. Otay's Drought Updates and Conservation pages say the District deactivated Level 1 of its Water Shortage Contingency Plan in response to Governor Newsom's Executive Order N-5-23, ending the voluntary conservation target called for in 2021, and that the prohibition on wasteful water use remains in effect. Otay had declared a Shortage Level 1 Drought Alert in 2021 asking for a voluntary 10% cut. The date and instrument of the deactivation are not printed on those pages.

There are no watering days or hours to make exceptions to; the full text below lists what applies.

First: a notice of violation. Then up to $100, up to $200 and up to $500 within twelve months, only once a water shortage level is declared, and none is declared now.

Exceptions to the Otay Water District rules

  • No outdoor watering that lets water run onto sidewalks and other areas, except incidental runoff (Drought Updates page; Section 39.03, item 1: prevent runoff or overspray onto adjacent property, non-irrigated areas, hardscapes, roadways or structures).
  • No outdoor watering during rain or within 48 hours after at least 1/4 inch of rainfall (Drought Updates page; Section 39.03, item 8).
  • No washing of driveways, sidewalks or other hard surfaces; the code allows it only when necessary to alleviate safety or sanitation hazards (Section 39.03, item 9).
  • Wash vehicles only with a hose that has a positive or automatic shut-off nozzle (Drought Updates page; Section 39.03, item 5).
  • Fountains, lakes and ponds need a recirculation pump (Drought Updates page; Section 39.03, item 4).
  • Repair water leaks within 48 hours of notification by the District unless other arrangements are made with the General Manager (Section 39.03, item 7).
  • No watering of decorative grass on public medians, or in commercial, industrial and institutional areas including HOA common areas (Drought Updates page; Section 39.03, item 6 allows median turf only with recycled water).
  • Section 39 does not apply to water from private wells or to recycled water (Section 39.03(d)).

Otay Water District fines

  1. 1First, a notice of violation and a reasonable period of time to correct it before any administrative fine (Code of Ordinances Section 72.02(A)).
  2. 2A violation of a conservation or use restriction measure is subject to a Type I administrative fine of up to $100 for a first violation, $200 for a second, and $500 for a third or each additional violation of the same requirement within twelve months (Sections 72.04(C) and 72.06, Appendix A). Each day a violation continues counts as a separate violation.
  3. 3Section 72.04 ties conservation fines to notice of a declared water shortage level, and none is declared now; for water waste the District can also require repairs or lock or remove the meter (Section 72.03(B)).
  4. 4A fine can be taken to the Board in writing within 10 calendar days of the notice (Section 72.06(F)).

Otay Water District watering questions

Does Otay Water District assign watering days by address?

No. Otay sets no watering days, no even or odd address rule and no hour window today. Code of Ordinances Section 39 holds watering limits for declared water shortage levels only, and Otay's Drought Updates page says Level 1 was deactivated in 2023 after Executive Order N-5-23.

How long after rain should Otay customers wait to water?

48 hours. The Drought Updates page bans outdoor watering within 48 hours after at least 1/4 inch of rainfall. The Code of Ordinances, Section 39.03, says irrigation is not allowed during a rainstorm or for 48 hours after one-quarter inch or more of rainfall is measured at Lindbergh Field.

What water waste does Otay prohibit all year?

Runoff onto sidewalks and other areas beyond incidental runoff, washing driveways or sidewalks, washing vehicles without a shut-off nozzle, fountains or ponds without a recirculation pump, and watering decorative grass on public medians. Section 39.03 also asks customers to repair leaks within 48 hours of notification by the District.

What is the fine for wasting water in Otay's service area?

The District first gives a notice of violation and a reasonable time to fix it (Section 72.02). After that, a Type I fine can reach $100 for a first violation, $200 for a second and $500 for a third or later violation of the same rule within twelve months (Section 72.06 and Appendix A). Section 72.04 links conservation fines to a declared shortage level, and none is declared now. A fine can go to the Board in writing within 10 calendar days.

Is Otay in a drought stage right now?

Otay names no level in force today. It declared a voluntary Shortage Level 1 Drought Alert in 2021. Its Drought Updates and Conservation pages now say Otay deactivated Level 1 after Executive Order N-5-23, ending the voluntary target, while the prohibition on wasteful water use remains in effect.

Is my home served by Otay Water District?

Otay's FAQ page says it delivers water to eastern Chula Vista, Bonita, Jamul, Spring Valley, Rancho San Diego, unincorporated areas of El Cajon and La Mesa, and eastern Otay Mesa. Sweetwater Authority serves western and central Chula Vista, Helix Water District serves La Mesa and El Cajon, and the City of San Diego serves its own city limits.
