How the rule works

City of Oxnard water customers water on Monday, Wednesday and Saturday only, and only before 9 a.m. or after 6 p.m. The same schedule runs all year, with no separate winter days. Each sprinkler station can run at most 10 minutes per watering day, and no potable water goes on landscapes during rain or within 48 hours after measurable rainfall. Hand watering of trees, food plants and perennials with a bucket or a shut-off nozzle, and efficient drip, can be used on other days. The City Council declared a Stage 1 Water Shortage Condition on April 18, 2023, and the city lists Stage 1 as its current level. The hours come from the permanent water waste rules in City Code Section 22-136.

How many minutes to run sprinklers on each water day

Which sprinkler do you have?

Why rain covers it

October asks this zone for about 34 minutes of sprinkler time a week, from the state climate table for Oxnard. That is less than one run, so the sheet shows none.

Established plantings live on the season's rain. New plantings still want a hand watering in a dry week.

Rules and fines in Oxnard

Current stage Stage 1 Water Shortage Level. The City Council declared a Stage 1 Water Shortage Condition on April 18, 2023 (agenda item L.2), rescinding Resolution No. 15,569, the mandatory measures adopted in May 2022 during a local drought emergency, and the resolution stays in effect until the Council amends or rescinds it. The city's Water Use Restrictions page lists Stage 1 as current, and the 2025 Urban Water Management Plan, adopted in June 2026, repeats that the City declared Stage 1 in April 2023. Stage 1 means the supply meets ninety percent of projected demand and calls for a ten percent cut in use.

The exceptions include drip irrigation, hand watering and fixing or testing sprinklers, each with its own conditions. The full text is below.

First: a written warning. Then a written notice to correct, then $100, $300 and $700 within 12 months.

Exceptions to the Oxnard rules

  • Hand watering of trees, food plants or other perennials with a container such as a bucket or watering can, or with a hose fitted with a shut-off nozzle, is allowed outside the designated days (Stage 1 resolution, Section 5(d)(1)).
  • Drip irrigation or other high-efficiency irrigation systems can run outside the designated days if they apply a weekly volume consistent with the three-day limit (Stage 1 resolution, Section 5(d)(2)).
  • Testing of, repairs to and replacement of irrigation systems can occur outside the 6 p.m. to 9 a.m. watering hours (Oxnard City Code 22-136(B)(1)).
  • The permanent 15 minute cap does not apply to systems that use only high efficiency equipment, very low-flow drip with no emitter above two gallons per hour, or weather based controllers and high-efficiency stream rotors (22-136(B)(3)). The Stage 1 resolution's 10 minute cap prints no such exception.
  • Rain: no potable water on landscapes during and within 48 hours after measurable rainfall (Stage 1 resolution, Section 5(f)). The permanent code bans irrigation during rain (22-136(B)(2)).
  • No runoff onto sidewalks, driveways, gutters or streets, and no pooling on hard surfaces (22-136(B)(4)).
  • No running water from a hose to clean driveways, pavement or other paved surfaces, except for public health and safety reasons and then only with an automatic shut-off nozzle (22-136(B)(5)).
  • Leaks, breaks and malfunctions must be repaired within 72 hours of discovery or of notice from the city (22-136(B)(7)).
  • Wash vehicles and boats only at a commercial wash that recycles water, with a bucket and a hose with a self-closing valve, or by a mobile high pressure, low volume service (22-136(B)(8)).
  • No potable water for non-functional turf at commercial, industrial and institutional properties, including HOAs, and no potable water in fountains unless the water recirculates (Stage 1 resolution, Section 5(e) and 5(g)).

Oxnard watering questions

Does my house number change my watering days in Oxnard?

No. The Stage 1 resolution sets one schedule for all customers: Monday, Wednesday and Saturday only. There is no even or odd address split, and no sprinkler watering on Sunday, Tuesday, Thursday or Friday (resolution Section 5(b); Water Use Restrictions page).

What time of day can I run sprinklers in Oxnard?

Only between 6 p.m. and 9 a.m. City Code Section 22-136(B)(1) prohibits outside irrigation at other times, every day of the year. Testing, repairing or replacing an irrigation system is allowed outside those hours.

How many minutes can each sprinkler station run on an Oxnard watering day?

At most 10 minutes per day per station on the three watering days, under Section 5(c) of the Stage 1 resolution. The permanent code limit for unattended systems is 15 minutes per station (22-136(B)(3)), so the Stage 1 limit is the one to follow while Stage 1 lasts.

Can I hand water my garden or run drip on other days in Oxnard?

Yes. Section 5(d) of the Stage 1 resolution allows hand watering of trees, food plants or other perennials with a bucket, a watering can or a hose fitted with a shut-off nozzle outside the designated days. Drip or other high-efficiency systems can also run on other days if the weekly volume stays consistent with the three-day limit. Section 22-136(B)(1), which sets the 6 p.m. to 9 a.m. hours, prints no hand watering exception.

How long after rain do I have to wait to water in Oxnard?

48 hours. The Stage 1 resolution prohibits applying potable water to landscapes during and within 48 hours after measurable rainfall. The permanent City Code rule, Section 22-136(B)(2), bans outdoor irrigation during rain.

What are the fines for breaking the watering rules in Oxnard?

City Code Section 22-138 sets the steps for the water waste rules of Article VIII, which hold the watering hours and the code's own Stage 1 three-day limit: a written warning, then a written notice to correct, then administrative citations of $100, $300 and $700 for the third, fourth and fifth violation within 12 months. A sixth can bring a flow-restricting device at the customer's expense, and later violations can lead to water shutoff. The Monday, Wednesday and Saturday schedule comes from the Stage 1 resolution, and Section 22-153 lets the city prosecute violations of the stage measures under Section 1-10, a misdemeanor punishable by a fine of $1,000 or six months in jail, or both. A hearing request is due within 30 days of the notice (22-140).

What does Stage 1 mean for Oxnard water customers?

The City Council declared a Stage 1 Water Shortage Condition on April 18, 2023 and rescinded Resolution No. 15,569, the mandatory measures adopted in May 2022 during a local drought emergency. Stage 1 means the city's supply meets ninety percent of projected demand and calls for a ten percent cut in use. Its rules stay in effect until the Council amends or rescinds them, and they add to the permanent Section 22-136 rules.

Do these rules cover Port Hueneme or Channel Islands Beach?

Not unless the City of Oxnard bills your water. The 2025 Urban Water Management Plan says the city's water service area differs from the city limits and names other purveyors nearby: the Port Hueneme Water Agency, the City of Port Hueneme, Channel Islands Beach Community Services District and Naval Base Ventura County. Check the name on your water bill. To report waste to Oxnard, use the Oxnard 311 app or call the Water Conservation Hotline at (805) 385-3905.
