How the rule works

Helix Water District assigns no watering days and no watering hours: no even or odd address rule, no days-per-week cap and no time-of-day window. Its permanent water use efficiency measures, in Policies and Procedures Manual Section 4.9-6, apply all year: do not irrigate during rain or for at least 48 hours after measurable rain, do not let sprinklers run off onto sidewalks, streets or a neighbor's property, and do not water turf on public street medians. Helix's Drought Regulations page says there are no drought-related watering restrictions right now; the Board ended its last Level 2 declaration with Resolution 23-18 on April 5, 2023. Day and minute limits would start only if the Board declares Level 2 or higher. Section 4.9 was last adopted by Resolution 26-13 in May 2026.

How many minutes to run sprinklers on each water day

One zone at a time, from the state climate table for El Cajon and the month you pick. The plan does every zone for every month.

Which sprinkler do you have?

Why rain covers it

October asks this zone for about 38 minutes of sprinkler time a week, from the state climate table for El Cajon. That is less than one run, so the sheet shows none.

Established plantings live on the season's rain. New plantings still want a hand watering in a dry week.

Helix Water District rules and fines

Current stage No water shortage response level is named as in force. Helix's Drought Regulations page says there are no drought-related watering restrictions right now and that the permanent water use efficiency measures of Policies and Procedures Manual Section 4.9-6 are always in effect. The Board declared Level 2 by Resolution 22-60, effective November 12, 2022, and ended it with Resolution 23-18, adopted April 5, 2023. Section 4.9 sets six water shortage response levels; Level 1 is declared by the general manager and Levels 2 to 6 by Board resolution (4.9-13). Section 4.9 was last adopted by Resolution 26-13 in May 2026.

There are no watering days or hours to make exceptions to; the full text below lists what applies.

Fines: $100 for each violation, only during a Level 2 condition or higher, and no level is in force now.

  • California's non-functional turf law (AB 1572) applies to businesses, public agencies and HOA common areas, and does not apply to lawns at single-family homes (Drought Regulations page).

Helix Water District watering questions

Does Helix Water District assign watering days or hours?

No. Helix's permanent measures in Policies and Procedures Manual Section 4.9-6 set no watering days, no even or odd address rule and no hour window. Its Drought Regulations page says to water your landscape as needed while following a few year-round rules.

How long after rain should Helix customers wait before watering?

At least 48 hours. Section 4.9-6(C) prohibits irrigating turf and ornamental landscape during and for at least 48 hours following measurable precipitation, and the Drought Regulations page puts it simply: do not water for at least 48 hours after rain.

What water waste does Helix prohibit all year?

Runoff from irrigation onto hardscape, streets, structures or neighboring property, and waste from overspray or low-head drainage. Also banned: watering turf on public street medians, washing down sidewalks, driveways or patios unless needed for safety or sanitation, and fountains without recirculated water. Wash vehicles with a bucket and a hose with a positive shutoff nozzle (Section 4.9-6).

What is the fine for breaking Helix's water rules?

Section 4.9-15 allows administrative fines of $100 for a first violation and each additional violation, and each day counts as a separate offense. Section 4.9-2(E) links penalties to a Level 2 shortage or higher, and none is declared now. Helix's Report a Problem page says staff contact the customer to educate them. A fine can be appealed in writing within 30 calendar days (Section 4.9-16).

What changes if Helix declares a water shortage level?

Level 1 is voluntary and asks customers to irrigate before 10 a.m. and after 6 p.m. only. At Level 2, declared by Board resolution, those hours become mandatory, landscape irrigation is limited to no more than three days per week, and spray sprinklers are limited to 10 minutes per station per watering day (Sections 4.9-7 and 4.9-8). Helix last declared Level 2 in November 2022 by Resolution 22-60 and ended it with Resolution 23-18 on April 5, 2023.

Does California's non-functional turf law apply to my front lawn in Helix's area?

Not at a single-family home. Helix's Drought Regulations page says the state law (AB 1572) applies to businesses, public agencies and common areas in homeowner associations, and that it does not apply to lawns at single-family homes, parks, sports fields or cemeteries.

Is my home served by Helix Water District?

Helix's About Us page says it delivers water to La Mesa, Lemon Grove and El Cajon and to unincorporated areas including Spring Valley and Lakeside. Nearby areas are served by other agencies, such as Padre Dam Municipal Water District, Otay Water District, Lakeside Water District and the City of San Diego. Check the name on your bill, or use the San Diego County Water Authority locator tool Helix links to.

How do I report water waste to Helix?

Submit the online Water Waste Report from Helix's Report a Problem page if you see irrigation runoff or other waste, or call Helix Water Conservation at 619-667-6233 on weekdays. Helix reviews each report and contacts the customer.
