How the rule works
SCV Water assigns no watering days and no watering hours in the Santa Clarita Valley: no even or odd address rule, no days-per-week cap and no time-of-day window. SCV Water has deactivated its Water Shortage Contingency Plan and its Water Conservation and Water Supply Shortage Ordinance (Ordinance No. 02), and no shortage stage is declared. Its pages still list waste bans: no runoff, no hosing sidewalks or driveways, a shutoff nozzle to wash cars, recirculating fountains, and no watering during or within 48 hours after measurable rainfall. SCV Water presents these as State rules, though the State Water Board says that emergency regulation expired on December 21, 2023. SCV Water says it issues no fines under the deactivated ordinance, but it reserves the right to act on egregious, uncorrected waste under its Customer Service Policy, which lists a Water Waste Penalty Fee of $50.00 a day. It recommends watering between 2 a.m. and 6 a.m.

Rules and fines in Santa Clarita (SCV Water)
Current stage No shortage stage is declared. SCV Water's Drought Ready SCV page says it has deactivated its Water Shortage Contingency Plan and its Water Conservation and Water Supply Shortage Ordinance (Ordinance No. 02, adopted June 16, 2021) and has returned to normal water conservation and water use efficiency conditions; its September 2023 fact sheet says SCV Water is in a No Shortage Stage. The Board adopted the 2025 Water Shortage Contingency Plan on June 9, 2026 (Resolution No. SCV-531). No stage declaration under it appears on SCV Water's pages or in its news releases through September 2026.
There are no watering days or hours to make exceptions to; the full text below lists what applies.
While Ordinance No. 02 is deactivated, SCV Water says it will not issue fines or penalties and will notify customers when water waste has been verified (Drought Ready SCV page).

Exceptions to the Santa Clarita (SCV Water) rules
- Rain: SCV Water's Drought Ready SCV, Current Conditions and Report Water Waste pages list watering outdoors during and within 48 hours following measurable rainfall as prohibited. The report form sets a minimum of 1/8 inch; Ordinance No. 02, Section 4(e), uses a quarter inch or more and only discourages it while no stage is declared. The State Water Board says the State regulation behind the page wording expired on December 21, 2023.
- No runoff when watering with potable water (Drought Ready SCV and Report Water Waste pages; Ordinance No. 02, Section 4(a)).
- No potable water to wash sidewalks and driveways, except for health or safety reasons (Drought Ready SCV and Report Water Waste pages; Ordinance No. 02, Section 4(c)).
- No hose without a shutoff nozzle to wash cars, and no potable water in decorative water features that do not recirculate (Drought Ready SCV and Report Water Waste pages; Ordinance No. 02, Section 4(b) and (d)).
- No potable irrigation of ornamental turf on public street medians, and no potable irrigation of non-functional turf at commercial, industrial and institutional sites (Report Water Waste page).
- Potable water is not prohibited to the extent needed for the health of trees and other perennial non-turf plantings or for health and safety needs (Drought Ready SCV and Report Water Waste pages).
- The Customer Service Policy prohibits letting sprinklers spray onto sidewalks and streets, letting water run onto public sidewalks and streets in a way that causes risk or damage, and keeping leaky outlets or plumbing fixtures (Section 13.6.1 B and D).
- If a stage is declared, Ordinance No. 02, Section 5, keeps drip zones and low precipitation rotary nozzle zones outside the day and time limits of Stages 1 to 4, and exempts hand watering of established trees and of fruit and vegetable plants. Section 13 offers hardship, establishment and alternative performance waivers by written application. None of these limits is in force now.
Fines in Santa Clarita (SCV Water)
- 1While Ordinance No. 02 is deactivated, SCV Water says it will not issue fines or penalties and will notify customers when water waste has been verified (Drought Ready SCV page).
- 2SCV Water reserves the right to act on egregious and uncorrected cases of water waste through its Customer Service Policy. The policy effective August 4, 2026 lists a Water Waste Penalty Fee of $50.00 a day, with an additional $50.00 a day for each later violation, up to a maximum of $500.00 (Appendix A-12).
- 3For serious or negligent water waste, SCV Water can temporarily turn off water service until the waste is fixed. If someone other than SCV Water turns the water back on and the waste is not corrected, service is terminated (Customer Service Policy, Section 11.3.3).
- 4Dormant ladder: in a declared stage, Ordinance No. 02, Section 12.1, gives a written warning first, a $50 fine for a second violation within 12 months, then $100 per violation rising by $100 for each later violation up to $500 per day, and a possible flow restrictor. It is not in force today.

Santa Clarita (SCV Water) watering questions
Does SCV Water assign watering days in Santa Clarita?
No. SCV Water sets no watering days, no even or odd address split and no watering hours. Assigned days, run-time caps and watering times exist only in Stages 2 to 5 of Ordinance No. 02, and SCV Water has deactivated that ordinance and its Water Shortage Contingency Plan (Drought Ready SCV page).
Can I water within 48 hours after rain in the Santa Clarita Valley?
Not according to SCV Water. Its Drought Ready SCV, Current Conditions and Report Water Waste pages list watering outdoors during and within 48 hours following measurable rainfall as prohibited, and its waste report form uses a minimum of 1/8 inch. SCV Water presents it as a State rule, but the State Water Board says its Emergency Regulation to Prohibit Wasteful Water Uses expired on December 21, 2023. Ordinance No. 02, Section 4(e), discourages irrigating within 48 hours after a quarter inch or more while no stage is declared. This page follows SCV Water's stricter page wording.
Does SCV Water fine homes for wasting water?
SCV Water's Drought Ready SCV page says that with the ordinance deactivated it will not issue fines or penalties, and that it notifies customers when water waste is verified. It reserves the right to act on egregious and uncorrected cases through its Customer Service Policy. That policy, effective August 4, 2026, lists a Water Waste Penalty Fee of $50.00 a day, plus $50.00 a day for each later violation, up to $500.00 (Appendix A-12), and allows a temporary water shutoff for serious or negligent water waste (Section 11.3.3).
Which drought stage is SCV Water in right now?
None is declared. SCV Water says it has deactivated its Water Shortage Contingency Plan and ordinance and returned to normal water conservation conditions, and its September 2023 fact sheet, still posted as current, says SCV Water is in a No Shortage Stage. The Board adopted a new 2025 Water Shortage Contingency Plan on June 9, 2026. SCV Water's pages name no stage declared under it, and the plan says specific water waste activities would be prohibited once a stage is declared.
What would change if SCV Water declared a water shortage stage?
Under Ordinance No. 02, Stage 1 turns the discouraged waste actions in Section 4 into prohibitions. Stage 2 adds assigned watering days by address, no watering on Saturdays, two 5-minute cycles per station and set watering times. Stage 3 drops to two days a week from November through March, Stage 4 to two days all year and Stage 5 to one day, and Stage 6 bans potable landscape irrigation. Fines then start at $50 for a second violation within 12 months (Section 12.1). None of this is in force today.
When does SCV Water recommend watering my yard?
The Irrigation Help page recommends, but does not require, watering between 2 a.m. and 6 a.m., when winds are low and less water evaporates. It suggests no more than every other day in summer, no more than 3 times a week in spring and fall, and no more than once a week in winter. Because the valley's clay soils run off after about five minutes of lawn watering, it recommends short cycle and soak runs.
Is my Santa Clarita Valley home served by SCV Water?
SCV Water's Newhall, Santa Clarita and Valencia water divisions serve the City of Santa Clarita and the communities of Valencia, Saugus, Newhall, Canyon Country, Stevenson Ranch and Castaic (History of SCV Water page). Homes in Val Verde and Hasley Canyon are served by Los Angeles County Waterworks District No. 36, which buys supplemental water from SCV Water and follows its own rules. Check the name on the water bill.
How do I report water waste to SCV Water?
Use the Report Water Waste form on SCV Water's website. Complete reports must include the date, time, specific water waste activity and pictures; SCV Water only processes complete reports. For questions, email conservation@scvwa.org or call 661-513-1244. Report a major leak or break 24/7 at 661-294-0828.
