How the rule works

Cal Water bills Visalia homes, and the city sets the watering schedule. Under Stage 2, even addresses use sprinklers on Wednesday and Sunday and odd addresses on Tuesday and Saturday from March through November. Run them before 8 a.m. or after 6 p.m. Sprinklers stop from December through February. Drip irrigation keeps the hour restriction but is exempt from the day limits (VMC 13.20.060.A and 13.20.070.B.1).

How many minutes to run sprinklers on each water day

One zone at a time, from the state climate table for Visalia and the month you pick. The plan does every zone for every month.

Which sprinkler do you have?

Why rain covers it

October asks this zone for about 35 minutes of sprinkler time a week, from the state climate table for Visalia. That is less than one run, so the sheet shows none.

Established plantings live on the season's rain. New plantings still want a hand watering in a dry week.

Rules and fines in Visalia

Current stage Stage 2 (Water Alert). The city's current schedule expressly covers March 1 through November 30, 2026 and December 1, 2026 through February 28, 2027. It identifies March 1, 2021 as the implementation date. VMC 13.20.070.B requires annual Council reauthorization; the current annual resolution number was not located. Cal Water itself is at Stage 1 of its Water Shortage Contingency Plan under tariff Schedule 14.1 (Advice Letter 2481, effective May 8, 2023, CPUC approval June 1, 2023), which carries a written warning and then $25 for a second violation; the city ordinance and the schedule above set the watering days.

The exceptions include drip irrigation, hand watering, new plantings and fixing or testing sprinklers, each with its own conditions. A written exception can also be requested. The full text is below.

First: a warning. Then $125, an additional $250 and $625 within 12 months. A willful or egregious violation can be cited at once.

Exceptions to the Visalia rules

  • Drip-only zones are exempt from day limits, including the winter sprinkler shutdown, but must stay outside 8 a.m. to 6 p.m. (VMC 13.20.070.B.1.c.i; city schedule).
  • Non-turf ornamental plants can be hand watered any day at any time with a watering can or attended hose with a positive shut-off nozzle. This day exception does not cover lawns (VMC 13.20.070.B.1.c.ii; city schedule).
  • Brief irrigation adjustment or repair is excepted; display a City of Visalia sign or equivalent while the area remains wet (VMC 13.20.070.B.1.c.iii).
  • No irrigation during and for 48 hours after measurable rainfall. The city's Watering Rules page defines measurable rainfall as at least 0.25 inches; VMC 13.20.060.D does not print that threshold.
  • Prevent runoff and repair leaks within 48 hours of discovery. Vehicle washing requires a bucket or hose with a self-closing nozzle; fountains must recirculate (VMC 13.20.060.C, F, G, H).
  • Stage 2 prohibits hardscape washing except for public health or safety using a low-flow high-pressure washer, lawn overseeding with specified sports exceptions, comfort misting and temporary water slides (VMC 13.20.070.B.2, B.4, B.6, B.7).
  • New permanent landscapes can receive a 21-day plant establishment permit, at most one per address per year. Turf and annual plants are excluded unless part of a qualifying city-reviewed landscape project (VMC 13.20.070.B.1.c.vi).
  • Sports fields, golf greens and tees, and large landscape areas have application-based alternative schedules. Written hardship, health, safety and recycled-water exceptions are considered by the City Manager or designee (VMC 13.20.070.B.1.c.iv-v; 13.20.120).

Fines in Visalia

  1. 1Stage 2 ordinarily starts with one warning; willful or egregious violations can receive an immediate citation (VMC 13.20.070.B.8).
