How the rule works
Plano sets recommended watering days and one firm hour rule. From April 1 to October 31 the City asks homes with an even address number to water on Monday and Thursday and odd addresses on Tuesday and Friday, at most twice a week. From November 1 to March 31 it asks for once a week: Thursday for even addresses, Tuesday for odd. These days are a request, not a code rule, unless the City Manager orders a drought stage. The rule with a fine is City Code Section 21-51: no watering from 10 a.m. to 6 p.m. from April through October. In winter the City advises running sprinklers only between 10 a.m. and 6 p.m. so water does not freeze on streets. No drought stage declaration was found: the City's April 2, 2026 notice calls the schedule a request and names no stage.
Rules and fines in Plano
Current stage No drought stage declaration found. The watering days are a standing City request (Watering Guidelines and the Water Management Plan, Resolution No. 2024-4-8(R)); the 10 a.m. to 6 p.m. ban from April through October is a standing rule of City Code Section 21-51. The Drought and Emergency Response Plan (Ordinance No. 2024-4-9, Sections 21-53 to 21-60.2) makes the days mandatory and adds stricter limits only when the City Manager orders Stage 1, 2 or 3 with public notice. The City's April 2, 2026 spring/summer release and its Watering Guidelines page describe the schedule as a request and name no stage; NTMWD's conservation page and news items through July 2026 name no stage either.
The exceptions include drip irrigation, hand watering and new plantings, each with its own conditions. A written exception can also be requested. The full text is below.
Fines: up to $1,000 for each offense, on conviction.
Full text of the rules
Exceptions to the Plano rules
- The Watering Guidelines allow up to 2 hours a day of hand-held hose or soaker hose watering on foundations and landscaping, including grass, shrubs and trees. The code text of Section 21-51 names no method exception to the 10 a.m. to 6 p.m. ban.
- Low-flow drip irrigation systems can operate as needed (Watering Guidelines).
- New landscapes: a variance can be requested to water new landscapes for up to 30 days (Watering Guidelines; Water Variance Procedures). Variances are not required for filling pools.
- Variances: send a written petition to Public Works at PW@Plano.gov. Variances are temporary and must be resubmitted if the City enters a higher water conservation stage (Water Variance Procedures; Sections 21-49(c) and 21-60).
- Standing bans: no water waste, no landscape water that regularly overflows or sprays onto adjacent property or the public right-of-way, and no creation of ice on adjacent property or the right-of-way (Sections 21-47, 21-51 and 21-52). Excessive runoff and watering during rain is prohibited, and in winter also during ice or snow (Watering Guidelines).
- Rain and freeze sensors are required on all new irrigation systems (Water Management Plan Section 8.5).
Fines in Plano
- 1Breaking the water waste rules of Division 3, including the 10 a.m. to 6 p.m. ban (Section 21-51), is a misdemeanor punishable on conviction by a fine not to exceed $1,000 for each offense; each day is a separate offense (Section 21-48).
- 2During a declared Stage 1, 2 or 3, violations of the stage restrictions bring an administrative penalty of $150 per occurrence, rising by $50 for each additional violation within a rolling 12 month period, never more than $500 a violation; for an in-ground system the City may also shut off the irrigation double check valve (Section 21-60.2).
Report water waste
No dedicated water waste line was found on plano.gov. Plano's Public Works page sends residents to the Fix It Plano app to report concerns; variance questions go to Public Works at 972-769-4140 or PW@Plano.gov.
Sprinkler minutes are not computed for Plano: the free run time calculator and the personal plan use California's state climate table, so they cover California cities only.
Plano watering questions
Which days should I water my lawn in Plano?
Go by the last digit of your service address. From April 1 to October 31 the recommended days are Monday and Thursday for even addresses (0, 2, 4, 6 or 8) and Tuesday and Friday for odd addresses (1, 3, 5, 7 or 9). From November 1 to March 31 the recommended day is Thursday for even addresses and Tuesday for odd. HOA systems and addresses ending in zero follow the even schedule. These days come from the Watering Guidelines and the Water Management Plan; outside a drought stage they are a request, not a code rule.
Is it against the rules to water between 10 a.m. and 6 p.m. in Plano?
Yes, from April through October. City Code Section 21-51 says watering during the hours of 10:00 a.m. to 6:00 p.m. during the months of April through October is prohibited, on every day of the week. The City's guidelines describe it as a sprinkler ban. A violation is a misdemeanor under Section 21-48.
When should I run sprinklers in Plano in the winter?
From November 1 to March 31 the City suggests turning automatic sprinklers off while grass is dormant. If you need to water, the Winter Watering Guidelines ask you to run sprinklers between 10 a.m. and 6 p.m., when it is warmer, to avoid icing of streets and sidewalks. Code Section 21-52 bans creating ice on adjacent property or the public right-of-way. The recommended winter day is Thursday for even addresses and Tuesday for odd.
Is Plano under a drought stage right now?
No stage declaration was found on City of Plano or NTMWD pages. If the City Manager orders Stage 1 under the Drought and Emergency Response Plan (Ordinance No. 2024-4-9), the same days become mandatory and winter watering between 6:00 p.m. and 10:00 a.m. is prohibited. Stage 2 cuts sprinklers to once a week from April to October and once every other week in winter. Stage 3 bans landscape irrigation with treated water.
What is the fine for watering during banned hours in Plano?
Section 21-48 makes a violation of the water waste rules, including the 10 a.m. to 6 p.m. ban, a misdemeanor with a fine not to exceed $1,000 for each offense, and each day counts as a separate offense. During a declared drought stage, Section 21-60.2 adds administrative penalties of $150 per occurrence, rising by $50 for each repeat within 12 months, up to $500.
Do the Plano rules cover hand watering and drip irrigation?
The City's guidelines allow up to 2 hours a day of hand-held hose or soaker hose watering on foundations and landscaping, including grass, shrubs and trees, on any day, and low-flow drip as needed. The code text of Section 21-51 names no exception to the 10 a.m. to 6 p.m. ban from April through October, so hand watering outside those hours avoids the conflict.
How do I get a variance to water new sod in Plano?
Send a written petition to Plano Public Works at PW@Plano.gov with your name, address, the purpose, the rule you need relief from, the relief and the time period (Water Variance Procedures). The guidelines allow a variance to water new landscapes for up to 30 days. Variances are temporary and must be resubmitted if the City enters a higher stage. Questions go to 972-769-4140.
Does NTMWD set the watering schedule for Plano homes?
No. Plano is a member city of the North Texas Municipal Water District, which supplies its treated water, but the schedule and the hour ban on this page come from the City of Plano's own guidelines and code. Richardson, Allen, Frisco and other member cities set their own rules, and The Colony, which buys water wholesale from Plano, follows its own. Check the name on your water bill.
