How the rule works
In Frisco, sprinklers run on your regular trash pickup day. From April 1 to May 31 and from September 1 to October 31, spray and rotor sprinklers run one day a week, on the trash day. From June 1 to August 31 a designated second day is added, so homes water twice a week. From November 1 to March 31, no spray or rotor sprinkler watering of turf at all. From April 1 to October 31, automatic sprinklers stay off between 10 a.m. and 6 p.m. Hand-held hoses, soaker hoses and drip have a limit of 2 hours a day. The rules come from the Water Management Plan the City Council adopted on May 7, 2024 as Ordinance 2024-05-22. No drought stage declaration was found on City of Frisco or NTMWD pages.
Rules and fines in Frisco
Current stage No drought stage declaration found. The seasonal schedule is the standing year-round schedule of the Water Management Plan adopted by the City Council on May 7, 2024 (Ordinance 2024-05-22). The plan's Water Resource and Emergency Management section adds Stage 1, 2 and 3 limits only when a stage is put in force; the City's Drought Plan and Water Resources pages and NTMWD's conservation page and news items name no stage in force.
The exceptions include drip irrigation, hand watering and new plantings, each with its own conditions. A written exception can also be requested. The full text is below.
First: $100. Then $200 and $300, then citations of up to $2,000, for a home.

Exceptions to the Frisco rules
- Hand-held hose with a shutoff nozzle, soaker hoses, drip irrigation and bubblers can be used when needed, no more than 2 hours a day (Water Efficiency Plan). The plan says drip zones need no exemption and have up to two hours on any day (plan Exhibit A, p. 27).
- New landscape or severe erosion: one exemption a year can allow daily watering for up to 30 days from installation, if the City grants the request; the 10 a.m. to 6 p.m. ban and the waste rules still apply, and a free sprinkler checkup follows (Watering Exemption Request page). Hand watering new plants needs no exemption.
- No exemptions for turf at existing homes in June, July and August, because of the extra summer day (plan Exhibit A, p. 27).
- Variances: the City Manager can grant temporary variances on a written petition (plan Exhibit A, Section 1.15).
- Year-round bans: runoff away from the property, watering streets, alleys, driveways and other hard surfaces, watering during any precipitation or below 40 degrees Fahrenheit, leaks left unrepaired, broken or misaligned heads, and planting or watering cool season grasses (Water Efficiency Plan; Enforcement page; Water Resources page).
- Rain and freeze sensors, or smart controllers that shut off in rain or freeze, are required on all new irrigation systems (plan Exhibit A, p. 28).
Fines in Frisco
- 1First violation: $100 residential administrative fee on the next water bill; it can be waived or credited after a free sprinkler checkup or a City online class (Water Efficiency Plan; plan Section 1.16).
- 2Second violation: $200 residential (Water Efficiency Plan; plan Section 1.16).
- 3Third violation: $300 residential (Water Efficiency Plan; plan Section 1.16).
- 4Further violations: citations not to exceed $2,000.00, each continuing day a separate offense; a repeat of the same offense within 12 months can bring a citation without prior notice (Water Efficiency Plan; ordinance Section 7).
Report water waste
Report water waste in the myFRISCO app (request labeled Report Water Waste) or call Public Works at 972-292-5800.
Sprinkler minutes are not computed for Frisco: the free run time calculator and the personal plan use California's state climate table, so they cover California cities only.
Frisco watering questions
Which day can I water my lawn in Frisco?
Your watering day is your regular trash pickup day. In spring (April 1 to May 31) and fall (September 1 to October 31), spray and rotor sprinklers run one day a week, on that day (Water Efficiency Plan; 2024 Water Management Plan, Exhibit A). Look up your trash day on Frisco's Water Schedule Map or the Environmental Services trash day map.
What is my second watering day in Frisco in the summer?
From June 1 to August 31 the plan adds a designated second day: Monday trash day waters Monday and Thursday, Tuesday trash day Tuesday and Friday, Wednesday trash day Wednesday and Saturday, Thursday trash day Thursday and Sunday, Friday trash day Friday and Tuesday. The plan asks you to split the weekly amount over the two days, not to double it (Exhibit A, 2 Day Watering Protocol).
Can I run my sprinklers in Frisco during the winter?
No. From November 1 to March 31 the Water Management Plan bans watering turf with spray or rotor sprinklers, because warm season grass is dormant. If weather station data calls for it, drip, bubblers, micro irrigation, soaker hoses and a hand-held hose with a shutoff nozzle can run up to 2 hours daily. Watering is also banned during precipitation or below 40 degrees Fahrenheit, to keep ice off streets.
What hours are sprinklers banned in Frisco?
From April 1 to October 31, no watering with automatic irrigation between 10 a.m. and 6 p.m., on your watering day too (Water Management Plan, Water Efficiency Plan and Enforcement pages). The adopted plan sets the same limit in its NTMWD rule, spray irrigation only on authorized days before 10 a.m. or after 6 p.m. (Exhibit A, p. 28), although its next sentence words the City's ban for non-designated watering days. In winter sprinklers do not run at all.
What is the fine for breaking the watering schedule in Frisco?
The City adds an administrative fee to the water bill: $100 for a first residential violation, $200 for a second and $300 for a third. Further violations bring citations not to exceed $2,000.00, and each continuing day counts as a separate offense. The first fee can be waived or credited after a free sprinkler checkup or a City online class (Water Efficiency Plan; plan Section 1.16).
Can I water new sod or plants every day in Frisco?
Ask for a Watering Exemption Request before the work. If the City grants it, the exemption covers daily watering for up to 30 days from installation, once a year, and the 10 a.m. to 6 p.m. ban still applies. Hand watering new plants needs no exemption. The plan gives no turf exemptions for existing homes in June, July and August.
Can I water a second day in the fall in Frisco?
Under the adopted plan, fall has one day, your regular trash day (Exhibit A, p. 26), and the Water Efficiency Plan page and the City's watering map say the same. The City's Water Resources page adds a second designated watering day in fall when the weekly recommendation is 0.5 inches or more. That line is City guidance that the adopted plan does not print.
Is Frisco under a drought stage right now?
No stage declaration was found on City of Frisco or North Texas Municipal Water District pages. Under the 2024 plan, Stage 2 would cut sprinklers to once a week from April to October and ban spray irrigation from November to March, and Stage 3 would ban landscape watering except foundations and trees.
