How the rule works

Santa Rosa Water assigns no watering days and sets no mandatory watering hours. As a water-saving tip, it suggests limiting irrigation to the hours of 8 p.m. to 6 a.m. to cut evaporation. The rules that do apply all year are in City Code Chapter 14-21, the Water Waste Regulations: no runoff from outdoor watering and no leaks or broken sprinklers left unrepaired. After a written warning, penalties are $100, $200 and $500 within a 12-month period. The city names no drought stage in force: the City Council rescinded Stage 3 and the 2021 drought emergency on March 14, 2023 (Resolution RES-2023-051), and no later stage declaration was found.

How many minutes to run sprinklers on each water day

One zone at a time, from the state climate table for Santa Rosa and the month you pick. The plan does every zone for every month.

Which sprinkler do you have?

Why rain covers it

October asks this zone for about 30 minutes of sprinkler time a week, from the state climate table for Santa Rosa. That is less than one run, so the sheet shows none.

Established plantings live on the season's rain. New plantings still want a hand watering in a dry week.

Rules and fines in Santa Rosa

Current stage The city names no water shortage stage in force. On March 14, 2023 the City Council adopted Resolution RES-2023-051, rescinding the June 29, 2021 drought emergency declaration and Stage 3 of the Water Shortage Contingency Plan. The Water-Use Restrictions page says previous drought prohibitions are no longer active, and no later stage declaration was found. The current plan, the 2025 Water Shortage Contingency Plan, was adopted by the City Council on June 16, 2026 and has eight stages; Stage 1 is voluntary.

There are no watering days or hours to make exceptions to; the full text below lists what applies.

First: a written warning. Then $100, $200 and $500 within a 12-month period.

Exceptions to the Santa Rosa rules

  • There are no assigned days or mandatory hours, so there are no day or hour exemptions. Watering from 8 p.m. to 6 a.m. is a water-saving tip, not a rule (Water-Use Restrictions page).
  • Water waste is banned at all times: outdoor water use that causes runoff, and breaks, leaks or equipment malfunctions left unrepaired for a substantial time (City Code 14-21.020 and 14-21.030). The city's page lists leaking faucets, toilets and appliances, broken irrigation pipes, leaking valves, broken sprinkler heads, and runoff from overwatering or misdirected sprinklers.
  • Written exception: before a notice of violation, a customer can apply in writing for an exception. The Director of Santa Rosa Water can grant one to avoid an adverse impact on health, sanitation or safety, or undue hardship, and the decision can be appealed to the Board of Public Utilities (14-21.060, renumbered 14-21.070 by ORD-2026-014).
  • New potable or recycled water services must have recycling systems for evaporative coolers, decorative fountains, conveyor car washes and industrial clothes washers (14-21.040).
  • Ordinance ORD-2026-014 adds Section 14-21.050: no potable water on nonfunctional turf at commercial, industrial and institutional properties (cemeteries excepted) and in common areas of homeowners' associations and common interest developments, phased in from 2027 to 2031. Trees and other perennial plants on those sites can still be watered.
  • Rain: the Watering Recommendations page says state law prohibits irrigating within 48 hours of measurable rainfall. The State Water Board says that emergency rule expired on December 21, 2023, and Chapter 14-21 has no rain rule.

Fines in Santa Rosa

  1. 1First violation in a 12-month period: a written warning describing the violation and the penalties for later violations (City Code 14-21.050(A)(1), renumbered 14-21.060 by ORD-2026-014).
  2. 2Second violation: a written notice of violation and a $100 penalty. It can be removed from the bill if, within 72 hours of the notice, the customer starts finding and fixing the leak and gives evidence (14-21.050(A)(2)).
  3. 3Third violation: a $200 penalty (14-21.050(A)(3)).
  4. 4Fourth and each later violation within a 12-month period: a $500 penalty (14-21.050(A)(4)).
  5. 5Waste that continues longer than 72 hours counts as a separate violation, and Santa Rosa Water can also disconnect service under 14-04.210(B) (14-21.050(B)). Penalties can be appealed to the Director of Santa Rosa Water and then to the Board of Public Utilities (14-21.070).

Santa Rosa watering questions

What days can I water in Santa Rosa?

Santa Rosa Water assigns no watering days and has no even or odd address rule. City Code Chapter 14-21, the Water Waste Regulations, bans wasting water rather than watering on set days, and the Water-Use Restrictions page says previous drought prohibitions are no longer active.

What time of day should I run sprinklers in Santa Rosa?

Santa Rosa Water recommends, but does not require, limiting irrigation to the hours of 8 p.m. to 6 a.m., when evaporation is lower. The tip appears on the Water-Use Restrictions page and on the city's Monthly Lawn and Landscape Watering Schedule. No section of Chapter 14-21 sets watering hours.

What counts as water waste in Santa Rosa?

Section 14-21.020 defines water waste as potable or recycled water used outdoors that causes runoff, or water escaping through breaks, leaks or equipment malfunctions that should have been found and fixed. The city's page lists leaking faucets, toilets and appliances, broken irrigation pipes, leaking irrigation valves, broken sprinkler heads, and runoff from overwatering or misdirected sprinklers. Section 14-21.030 says a customer shall not allow water waste.

What is the fine for wasting water in Santa Rosa?

Under Chapter 14-21, the first violation in a 12-month period brings a written warning. A second violation brings a $100 penalty, which can be removed if within 72 hours the customer starts finding and fixing the leak and sends evidence. A third violation costs $200, and a fourth and each later one $500. Waste that lasts longer than 72 hours counts as a separate violation, and Santa Rosa Water can also disconnect service. Penalties can be appealed to the Director of Santa Rosa Water and then to the Board of Public Utilities.

Do I have to wait after rain before watering in Santa Rosa?

The city's Watering Recommendations page says state law prohibits irrigating within 48 hours of measurable rainfall. The State Water Board says its emergency regulation with that ban expired on December 21, 2023, and Chapter 14-21 has no rain rule. Watering soaked soil still tends to cause runoff, and runoff is banned under Section 14-21.030.

Is Santa Rosa in a drought stage right now?

No later stage declaration was found after March 14, 2023, when the City Council adopted Resolution RES-2023-051, which rescinded the June 29, 2021 drought emergency and Stage 3 of the Water Shortage Contingency Plan. The Water-Use Restrictions page says previous drought prohibitions are no longer active. The 2025 plan, adopted June 16, 2026, has eight stages, and Stage 1 is voluntary. The Water Waste Ordinance applies in normal times and in every stage.

Is my home a Santa Rosa Water customer?

The 2025 Urban Water Management Plan says Santa Rosa Water's service area is the same as the city limits. Neighboring providers include the cities of Rohnert Park, Petaluma, Cotati, Sebastopol and Sonoma, the Town of Windsor, and the North Marin, Marin Municipal and Valley of the Moon water districts. Homes outside the city follow their own provider's rules, so check the name on your water bill.

How do I report water waste in Santa Rosa?

Use the Water Waste Report Form in the city's online Form Center, or contact Santa Rosa Water at 707-543-3985 or watersmart@srcity.org. If the water comes from a neighbor's property, the form asks you to try talking to them first. Santa Rosa Water then contacts the property owner and offers education and resources on efficient irrigation.
