How the rule works
San Bernardino Municipal Water Department customers water on Monday, Wednesday and Friday only, before 8 a.m. or after 6 p.m. The same schedule runs all year, with no separate winter days. Each sprinkler station can run at most 15 minutes per watering day, and irrigation stops for a full 48 hours after more than 1/8 inch of rain. Hand watering with a hose fitted with an automatic shut-off nozzle is not held to the hours. The Water Board put Stage 3, Water Supply Warning, in place on November 22, 2022 by Resolution No. 2022-33, and the Department lists these Stage 3 measures as currently in effect. The rules are in Rule and Regulation No. 27, last revised January 27, 2026.

Exceptions to the San Bernardino rules
- Hand watering with a hose fitted with an automatic shut-off nozzle is exempt from the 8 a.m. to 6 p.m. ban (Rule 27, Section 3.3A(1)).
- The General Manager can grant exemptions on written request when the standards would cause an undue hardship or an emergency affecting health, sanitation, fire protection or safety, and can attach conditions (Rule 27, Section 2.0).
- Uses necessary for public health and safety or essential government services are outside the standards (Rule 27, Section 2.0).
- Rain: no irrigation for a full 48 hours after more than 1/8 inch of rain as measured by the Department over the City, which posts a website notice while the restriction is in place (Water Use Efficiency Standards page; Rule 27, Section 3.3A(4)).
- No watering of outdoor landscapes in a manner that causes excessive runoff; water flowing onto an adjacent property counts as runoff (page; Rule 27, Section 3.1A(6)).

- Vehicles may be washed only with an automatic shut-off nozzle or at a commercial car wash (page; Rule 27, Section 3.2A(4)).
- Fountains using potable water must recirculate it (page; Rule 27, Section 3.1A(8)).
- Leaks must be corrected within 72 hours of Department notification (page); Rule 27, Section 3.3A(3) says within three business days.

San Bernardino watering questions
Which days can I water in San Bernardino?
SBMWD customers water on Monday, Wednesday and Friday only. The days are the same for every address, even or odd, and the same all year. Rule and Regulation No. 27, Section 3.3A(2), limits spray irrigation to three days per week on those days, and the Water Use Efficiency Standards page says irrigation shall be limited to them.
What time of day can I run sprinklers in San Bernardino?
Only before 8 a.m. or after 6 p.m. on a watering day. Section 3.3A(1) of Rule 27 permits spray irrigation only between 6:00 p.m. and 8:00 a.m. The hour limit does not apply to watering by hand with a hose fitted with an automatic shut-off nozzle.
How long can each sprinkler station run on an SBMWD account?
At most 15 minutes per station per watering day. The Water Use Efficiency Standards page prints this cap, and Rule 27 carries the Stage 2 limit of fifteen minute irrigation cycles per station per day into Stage 3 (Sections 3.2A(2) and 3.3A).
How long after rain must San Bernardino customers wait to water?
A full 48 hours after a significant rain, defined on the Water Use Efficiency Standards page as more than 1/8 inch as measured by the Department over the City. SBMWD posts a website notice while the restriction is in place. Rule 27, Section 3.3A(4), also bans irrigation during the rain itself.
What happens if I break the SBMWD watering rules?
Rule 27, Section 4, starts with a warning letter and seven calendar days to fix the problem. A second violation can bring a site visit or call and a second notice. A third notice can carry a $100 penalty, and later violations can rise by $100 each up to $500 per incident. Penalties go on the water bill or become a lien on the property. A written hearing request must reach the Department within ten calendar days of the notice (Section 7.0).
Why is San Bernardino on Stage 3 water rules?
The Water Board adopted Resolution No. 2022-33 on November 22, 2022, implementing Stage 3, Water Supply Warning, of the amended Water Shortage Contingency Plan. The General Manager told the Board the Department had been at a Stage III equivalent since about 2014. The Water Use Efficiency Standards page lists the Stage 3 measures as currently in effect.
Is my San Bernardino home served by SBMWD?
SBMWD serves most of the City of San Bernardino and parts of unincorporated San Bernardino County. Its 2025 Urban Water Management Plan names neighboring suppliers including East Valley Water District, West Valley Water District, Muscoy Mutual Water Company, Devore Water Company and the cities of Rialto, Colton, Loma Linda and Redlands. Homes billed by those suppliers follow their own rules, so check the name on the water bill.
Who do I call about water waste or a watering exemption in San Bernardino?
Call SBMWD Water Conservation at (909) 453-6053. Under Rule 27, Section 2.0, the General Manager can grant an exemption only on written request, when the standards would cause an undue hardship or an emergency, and can attach conditions to it.
