How the rule works
Fontana Water Company's tariff sets no assigned watering days and no watering hours: no even or odd address rule and no days-per-week cap. Its tariff Rule No. 14.1, effective January 13, 2022, bans wasteful uses all year: no irrigation during rain and within 48 hours after at least a quarter inch of rain, no runoff into gutters or streets, no hosing of hard surfaces, and a shut-off nozzle for car washing. The company's conservation tips suggest a short weekly schedule, at most 10 minutes per station, and watering early. Its 2025 Urban Water Management Plan says other mandatory measures are not in force while Schedule No. 14.1 is not in effect, and a mandatory stage starts only when the California Public Utilities Commission authorizes it; none was found active.

Fontana Water Company rules and fines
Current stage No stage is named as in force. San Gabriel Valley Water Company declared a Water Alert under Rule No. 14.1 by Advice Letter 574, effective January 13, 2022, which called for voluntary conservation plus the year-round waste bans of Section B. No filing ending it was found, and no current notice says it is still active. Mandatory stages need Schedule No. 14.1, which the 2025 Urban Water Management Plan says was last updated in June 2016; the plan says that when Schedule No. 14.1 has expired or is not in effect, mandatory measures are not in force except the Rule No. 14.1 waste bans, and that FWC would ask the CPUC to activate it when a shortage is declared. The plan's Stage 1 Water Alert with assigned days is not printed as a rule on the live Conservation page, which lists those numbers only as tips.
There are no watering days or hours to make exceptions to; the full text below lists what applies.
No dollar penalty is active.

Fontana Water Company watering questions
Does Fontana Water Company assign watering days by address?
Not in its posted rules. Tariff Rule No. 14.1, filed with the CPUC by Advice Letter 574 and effective January 13, 2022, lists wasteful uses but no watering days or hours. The 2025 Urban Water Management Plan, Section 9.2.1, says mandatory measures beyond those waste uses are not in force while Schedule No. 14.1 is not in effect. Assigned days would come only with a mandatory stage that the CPUC authorizes.
How long after rain do Fontana Water Company customers have to wait to water?
Rule No. 14.1, Section B.d, bans irrigating turf and ornamental landscapes during rain and within 48 hours after measurable rainfall of at least one quarter inch. The Conservation page states the same rule.
What watering does Fontana Water Company treat as water waste?
Rule No. 14.1 Section B bans runoff into gutters or streets, hosing sidewalks, driveways, patios and other hard surfaces except for health and safety, washing a car without a positive shut-off nozzle, decorative fountains or ponds that do not use recycled water, and potable water on ornamental turf in public street medians.
What happens if a Fontana Water Company customer keeps wasting water?
No dollar penalty is in force today. Tariff Rule No. 11, Section B.3, lets the company shut off service if negligent or wasteful use is not fixed within five days after a written notice, and the 2025 Urban Water Management Plan, Section 8.5.2, says the Rule 14.1 waste uses can result in discontinuance of water service under Rule Nos. 11 and 14.1. If the CPUC activates a stage of Schedule No. 14.1, penalties run two written warnings, then $100, $250 and $500 charges for repeat offenses within a year (Section 8.7).
What would change for Fontana homes if a water shortage stage is declared?
The 2025 Urban Water Management Plan, Section 8.5.1.1, describes a Stage 1 Water Alert with watering days by the last digit of the address, no watering between 9 a.m. and 5 p.m., and 10 minutes per station for unattended systems. Section 8.8 says the company would ask the CPUC to put the plan in place when a shortage is declared.
Is my home a Fontana Water Company customer?
Fontana Water Company serves most of the City of Fontana, portions of Rialto and Rancho Cucamonga, and nearby unincorporated San Bernardino County, according to its 2025 Urban Water Management Plan. Other areas are served by agencies such as Cucamonga Valley Water District or West Valley Water District. Check the name on the water bill.
How do I report water waste to Fontana Water Company?
The Report Water Waste section of the Conservation page asks residents to email conservation-fon@fontanawater.com. For other questions, the home page lists Customer Service at (909) 822-2201.
