How the rule works
Santa Ana does not assign watering days. Its permanent rules, in Municipal Code Section 39-99, prohibit watering lawns and landscapes between 8 a.m. and 6 p.m. on every day of the year, so water from 6 p.m. to 8 a.m. An irrigation valve that runs unattended is limited to 15 minutes a day, and no landscape watering is allowed during or within 48 hours after measurable rainfall. Watering cans, a hand-held hose with a shut-off nozzle and short repair runs are exempt from the hours. The city's pages declare no water shortage level today: the City Council lifted the 2022 Level 2 restrictions, and only the permanent rules apply.

Rules and fines in Santa Ana
Current stage No water shortage level is declared on the city's current pages; only the permanent requirements of Municipal Code Section 39-99 apply, which are effective at all times. The City Council adopted Level 2 reduction actions on June 7, 2022 and later voted to lift those Level 2 restrictions. Section 39-100(a) describes Level 0 as the condition when the city anticipates no supply reductions. A new level would be declared by City Council resolution under Section 39-97(d), using the 2025 Water Shortage Contingency Plan the Council adopted on May 19, 2026.
The exceptions include drip irrigation, hand watering, smart controllers and fixing or testing sprinklers, each with its own conditions. A written exception can also be requested. The full text is below.
First: a written notice. Then $250 and $500 within one year.

Exceptions to the Santa Ana rules
- Watering cans, buckets and similar containers, and a hand-held hose with a fully functioning, positive self-closing shut-off nozzle, can be used during the 8 a.m. to 6 p.m. restricted period (39-99(a)).
- A landscape irrigation system can run during the restricted period for very short periods, only to adjust or repair it (39-99(a)).
- Low flow drip, water efficient stream rotor and sensor or weather-controlled systems are exempt from the 15 minutes per valve limit (39-99(n)).
- Rain: no irrigation of outdoor landscapes during or within 48 hours after measurable rainfall (39-99(d)).
- No excessive water flow or runoff from the property onto an adjoining sidewalk, driveway, street, alley, gutter or ditch (39-99(c)).
- No washing down sidewalks, driveways or other hard surfaces, except to alleviate safety or sanitary hazards with a handheld container, a hose with an automatic shut-off device, or a low-volume high-pressure cleaning machine that recycles used water (39-99(b)).
- Vehicles may be washed only with a hand-held bucket or a hand-held hose with a self-closing shut-off nozzle (39-99(e)). Fountains and decorative water features need a recirculating system (39-99(f)).
- Leaks, breaks and other malfunctions must be repaired within 72 hours, unless other arrangements are made with the city (39-99(g)).
- Recycled water and private wells are outside Article VI except Section 39-99, so the permanent requirements still apply to them (39-96(c) and (e)).
- A customer facing undue hardship from a specific requirement, due to unique circumstances, can apply on the city's form for a hardship waiver; the Executive Director of Public Works or a designee decides, and the decision is final (39-103).
Fines in Santa Ana
- 1First violation: the city issues a written notice of the violation (Municipal Code 39-104(a)). The notice is sent at least ten calendar days before enforcement action (39-105(b)).
- 2Second violation within one year of the first: a $250 fine (39-104(b)).
- 3Third and each later violation within one year of the first: a $500 fine per notice (39-104(c)).
- 4From the third violation, the city may also install a flow restrictor of about one gallon per minute or, subject to applicable law, disconnect service for a willful violation, with the costs billed to the customer (39-104(c)(1) to (3)).
- 5Each day a violation occurs is a separate offense (39-104(c)(4)). Penalties are enforced by administrative citation and are in addition to penalties elsewhere in the Code (39-104).

Santa Ana watering questions
What days can I water in Santa Ana?
Any day of the week. Santa Ana Municipal Code Section 39-99 sets no watering days and no even or odd address rule. It limits the clock instead: no lawn or landscape watering between 8 a.m. and 6 p.m.
What time can I run my sprinklers in Santa Ana?
From 6 p.m. to 8 a.m. Section 39-99(a) prohibits watering a lawn, landscape or other vegetated area between 8:00 a.m. and 6:00 p.m., and the city's water conservation page says outdoor water is restricted to evenings between 6 p.m. and 8 a.m.
Can I hand water my garden in the afternoon in Santa Ana?
Yes, with the right tools. Section 39-99(a) says watering cans, buckets and similar containers are not subject to the time limits, and a hand-held hose with a fully functioning, positive self-closing shut-off nozzle can be used during the restricted period. Short runs to adjust or repair an irrigation system are also allowed.
How long can each sprinkler valve run in Santa Ana?
An irrigation device that is not continuously attended is limited to 15 minutes per day per valve under Section 39-99(n). Low flow drip, water efficient stream rotor and sensor or weather-controlled systems are exempt from that limit, but runoff onto sidewalks, driveways, streets or gutters is still prohibited by 39-99(c).
How long after rain do I have to wait to water in Santa Ana?
48 hours. Section 39-99(d) prohibits using water to irrigate outdoor landscapes during or within 48 hours after measurable rainfall, and the city's water conservation page repeats the rule.
What is the fine for breaking Santa Ana's watering rules?
Under Municipal Code Section 39-104, the first violation brings a written notice. A second violation within one year of the first is a $250 fine, and a third or later violation within that year is a $500 fine per notice. From the third violation the city may also install a flow restrictor or, for a willful violation, disconnect service, and each day of a violation counts as a separate offense.
Is Santa Ana still limiting watering to certain days because of the drought?
No. The City Council adopted Level 2 shortage actions on June 7, 2022, which limited outdoor watering by day, and later voted to lift those Level 2 restrictions. No water shortage level is declared on the city's pages today, so only the permanent Section 39-99 rules apply. A future level would be declared by City Council resolution under Section 39-97.
How do I report water waste in Santa Ana?
Call the city's water hotline at (714) 647-3380, use the mySantaAna app, or email conservewater@santa-ana.org. The Santa Ana system also serves small neighborhoods in Orange and Garden Grove; if your bill names another supplier, its rules apply instead.
