How the rule works

Suburban Water Systems customers water three days a week, all year: even-numbered addresses on Monday, Wednesday and Saturday, odd-numbered addresses on Tuesday, Thursday and Sunday. Customers without a street address water on Saturday, Tuesday and Thursday. Landscape irrigation is banned between 8 a.m. and 6 p.m. on every day, and during and for 48 hours after measurable rainfall. Drip and micro spray zones, a bucket or a monitored hose with an automatic shut-off nozzle, irrigation repairs and recycled water are exempt. These are the Stage 1 rules of tariff Rule No. 14.1, in effect at all times. Suburban moved from Stage 2 back to Stage 1 on May 1, 2023, under Advice Letter 390-W.

How many minutes to run sprinklers on each water day

Which sprinkler do you have?

Why rain covers it

October asks this zone for about 38 minutes of sprinkler time a week, from the state climate table for Covina. That is less than one run, so the sheet shows none.

Established plantings live on the season's rain. New plantings still want a hand watering in a dry week.

Suburban Water Systems rules and fines

Current stage Stage 1, Water Conservation (Non-Essential or Unauthorized Water Use), of Suburban's Water Shortage Contingency Plan in tariff Rule No. 14.1. Advice Letter 390-W, filed April 14, 2023, deactivated Stage 2 and implemented Stage 1 effective May 1, 2023, without drought surcharges. Rule No. 14.1, Section F.2.a, says Stage 1 shall be in effect at all times, and the Current Restrictions page says Suburban will remain in Stage 1. Stage 2, with drought surcharges, had been in effect since July 20, 2022 under Advice Letter 369-W.

The exceptions include drip irrigation, hand watering, recycled water and fixing or testing sprinklers, each with its own conditions. A written exception can also be requested. The full text is below.

First: a written notice. Then $25 and a further $25, while Stage 1 is in effect; in Stage 1 enforcement may stop at written notices.

Exceptions to the Suburban Water Systems rules

  • The day, hour and rain limits do not apply to landscape irrigation zones that use only drip or micro spray irrigation (Rule No. 14.1, Section D.a.v.1).
  • They do not apply to watering with a hand-held bucket or similar container, or with a continuously monitored hose fitted with an automatic shut-off nozzle or device (Section D.a.v.2).
  • They do not apply to watering for the express purpose of adjusting or repairing an irrigation system, or to landscape irrigated with recycled water (Section D.a.v.2).
  • Special landscape areas and commercial nurseries can irrigate as needed if the customer presents Suburban with a plan that achieves equal water use reductions (Section D.a.i.5).
  • When a city, county or other local public agency in a Suburban service area adopts different watering days or hours, Suburban may enforce that agency's restrictions (Section D.a.i.6).
  • No watering that causes excessive water flow or runoff onto adjacent property, non-irrigated areas, walkways, roadways, parking lots or structures (Section D.b).
  • Washing a vehicle needs a hose fitted with a shut-off nozzle or device (Section D.c).
  • No washing buildings, driveways, patios, parking lots, tennis courts or other hard surfaces with potable water, except where health and safety are at risk (Section D.d).
  • Fountains and decorative water features must use re-circulated water (Section D.e).
  • Water lost to a correctable leak, break or malfunction may be cited as water waste once five days have passed in which it could have been fixed (Section D.i).
  • No potable water on non-functional turf at commercial, industrial and institutional sites (Section D.a.iv); home lawns are not covered by that ban.
  • A customer who seeks a variance, including a health and safety exception, writes to Suburban, which answers in writing; a customer not satisfied can file a formal complaint with the CPUC (Rule No. 14.1, Section K; Advice Letter 369-W public notice).

Suburban Water Systems fines

  1. 1First violation: written notice, including an explanation of the penalty for a later violation (Schedule No. 14.1, Section E.1.a; 2025 Water Shortage Contingency Plan, Section 7.1).
  2. 2Second violation: a second written notice and a $25 waste of water penalty if Stage 1 is in effect ($50 in Stage 2, $100 in Stage 3, $200 in Stage 4) (Schedule No. 14.1, Section E.1.b).
  3. 3Third violation: a third written notice and a further $25 penalty if Stage 1 is in effect (Schedule No. 14.1, Section E.1.c).
  4. 4Fourth violation: a fourth written notice, and Suburban may install a flow restrictor on the service line (Schedule No. 14.1, Section E.1.d). Removing a flow restrictor costs $100 during normal business hours and $150 outside them (Section G).
  5. 5Continued wasteful use may lead to termination of water service under tariff Rule No. 11 (Rule No. 14.1, Section D).
  6. 6Schedule No. 14.1, Section E.1, ties these penalties to an enforcement stage authorized by the CPUC, and Rule No. 14.1, Section F.3, puts no staged schedule in place in Stage 1, so Stage 1 enforcement may stop at written notices. The dollar amounts above are the ones the tariff and the 2025 plan print for Stage 1.

Suburban Water Systems watering questions

Which days can I water on a Suburban Water Systems account?

Three days a week, all year. Rule No. 14.1, Section D.a.i, assigns even-numbered addresses Monday, Wednesday and Saturday, and odd-numbered addresses Tuesday, Thursday and Sunday. Customers without a street address water on Saturday, Tuesday and Thursday. Government parks can water any given station only three times a week.

What time of day can Suburban customers run sprinklers?

Only outside the banned window. Section D.a.ii prohibits irrigating ornamental landscape with potable water between 8 a.m. and 6 p.m. on any day. The Current Restrictions page shows the allowed time as evenings only, 6 p.m. to 8 a.m., on your assigned days.

How long after rain do Suburban Water Systems customers have to wait to water?

48 hours. Section D.a.iii bans watering any lawn, landscape or other vegetated area with potable water during and for 48 hours following measurable rainfall. Rule No. 14.1, Section B.5, defines measurable rainfall as any precipitation of more than one-tenth of an inch.

Is drip irrigation or hand watering exempt from Suburban's watering days?

Yes. Section D.a.v says the day, hour and rain limits do not apply to zones that use only drip or micro spray irrigation, to watering with a hand-held bucket or a continuously monitored hose with an automatic shut-off nozzle, to adjusting or repairing an irrigation system, or to landscape irrigated with recycled water. For any other exception, write to Suburban, which answers in writing (Section K).

What is the penalty for watering on the wrong day in Suburban's service area?

Schedule No. 14.1, Section E, starts with a written notice. A second violation brings a second notice and a $25 penalty if Stage 1 is in effect, and a third violation another $25. After a fourth notice Suburban may install a flow restrictor, which costs $100 to remove during business hours and $150 outside them. The schedule ties penalties to an enforcement stage authorized by the CPUC, so in Stage 1 enforcement may stop at written notices.

What does Stage 1 mean for Suburban Water Systems customers?

Stage 1 is the base level of Suburban's Water Shortage Contingency Plan and, under Rule No. 14.1, Section F.2.a, is in effect at all times. Stage 2 with drought surcharges began July 20, 2022. Advice Letter 390-W ended Stage 2 and implemented Stage 1 effective May 1, 2023, without drought surcharges. The three-day schedule and the hour ban are Stage 1 rules, so they did not end.

Does my city's water ordinance replace Suburban's schedule?

It can. Rule No. 14.1, Section D.a.i.6, lets Suburban enforce a city, county or other local agency's watering days or hours when that agency adopts different ones. Suburban serves parts of West Covina, La Puente, Covina, Glendora, Walnut, Whittier, La Mirada and other cities, and neighbors such as the City of Covina, Valencia Heights Water Company and Orchard Dale Water District serve other parts. Check the name on your water bill.

How do I report water waste or ask about Suburban's watering rules?

Call Suburban Customer Service at (800) 203-5430, Monday to Friday, as listed on the Current Restrictions page. The 2025 Water Shortage Contingency Plan says violations are usually reported by neighbors and other customers. Requests for a variance go to Suburban in writing.
