How the rule works
Citrus Heights Water District is at Normal Water Supply, with no assigned watering days, weekly day cap or mandatory clock window. Its current Water Efficiency page says drought restrictions ended April 20, 2023. Standing district rules still prohibit runoff and watering beyond saturation, require shutoff hose nozzles and require prompt leak repairs (Normal stage table, p. 1; WSCP section 6.4.1). Dusk-to-dawn watering is a recommendation.
Which Sacramento area supplier serves you
Many addresses with a Sacramento postal city are served by other suppliers with their own schedules. Check the supplier named on your water bill.

Exceptions to the Citrus Heights rules
- Water must serve a beneficial use. Landscape irrigation cannot run off the property or continue beyond saturation (Normal stage table, p. 1; 2020 WSCP, section 6.4.1).
- Hoses must have shutoff nozzles for all uses. Pools, spas, fountains and ornamental ponds must recirculate water and be leakproof (Normal stage table, p. 1).
- Customer pipe leaks and faulty sprinklers must be repaired within five working days, or sooner when severity warrants (Normal stage table, p. 1; 2020 WSCP, section 6.4.1).
- Washing streets, parking areas, driveways, sidewalks or buildings is restricted to health, esthetic or sanitary purposes (Normal stage table, p. 1).
- Customers facing undue hardship can submit a written variance request to the Water Efficiency Coordinator. The General Manager or Board responds in writing (2020 WSCP, section 6.5(E), p. 48).
Fines in Citrus Heights
- 1The WSCP starts with conservation information, an offer of a free Water Efficiency Review and a courtesy notice if staff cannot contact the customer. Later observations bring violation notices and monetary penalties under the district's current fees (2020 WSCP, section 6.5(A)-(D), p. 48).
- 2The adopted 2026 Water Rates, Fees and Charges, p. 2, lists Water Conservation Violation Charges of $50, $100 and $250 for the first, second and third charge occurrences. The schedule was adopted November 12, 2025.
- 3The WSCP permits service termination at district discretion until a violation is corrected. Notices from prior calendar years do not count toward the current year's enforcement sequence (2020 WSCP, section 6.5(B)-(F), pp. 48-49).

Citrus Heights watering questions
Does CHWD still assign odd and even watering days in Citrus Heights?
No. CHWD's current Water Efficiency page identifies Normal Water Supply and says drought restrictions ended April 20, 2023. Its Normal stage table sets conduct rules without an odd/even calendar or a weekly day limit.
Is dusk-to-dawn watering mandatory for CHWD customers?
CHWD's Water Efficiency FAQ presents dusk-to-dawn watering as a recommendation. Neither the Normal stage table nor WSCP section 6.4.1 establishes a mandatory clock window for the current stage.
How quickly does CHWD require sprinkler leaks to be repaired?
The Normal stage table requires customer pipe leaks and faulty sprinklers to be repaired within five working days. A more severe problem can require a shorter response. This is a standing rule even without assigned watering days.
What water-waste charges does CHWD list for 2026?
The adopted 2026 fee schedule, p. 2, lists $50, $100 and $250 for its three successive water-conservation charge occurrences. WSCP section 6.5 starts with customer information and a courtesy notice, then provides penalties for further observed violations.
Are CHWD's water-waste notices carried over from earlier years?
No. WSCP section 6.5(F), p. 49, excludes prior-calendar-year violation notices from the current enforcement sequence. The same section allows district action for unresolved violations, including service termination at its discretion.
Does every Citrus Heights home receive CHWD water?
CHWD's About page says it serves about 60 percent of the area within the city's boundaries. It also serves portions of nearby communities. This page applies to CHWD retail accounts; check the supplier printed on the water bill.
How do I report runoff or a broken sprinkler to CHWD?
Use the Report Water Waste form on CHWD's Water Efficiency page, call 916-725-6873 option 6, or email waterefficiency@chwd.org. Include the property location and what was observed so the district can investigate.
