How the rule works

Houston Public Works sets no watering days and no watering hours today. The City rescinded Stage One of its Drought Contingency Plan effective May 29, 2024, and its conservation page lists current watering restrictions as none. The City still asks customers to fix leaks and to keep sprinkler heads from spraying into the street or storm drains. Days and hours return only if the City declares a water shortage stage under City Code Chapter 47, Article VII. Then the code asks for watering between 7:00 p.m. and 5:00 a.m. on days set by the address, as a request in Stage One and as a rule in Stage Two. In Stage Two the department may issue a written warning for a first violation, and later violations carry fines of $100.00 to $2,000.00 (City Code 47-257(a)(1)).

Rules and fines in Houston

Current stage No drought stage is in force. The City of Houston rescinded Stage One of its Drought Contingency Plan effective May 29, 2024, and the Houston Public Works conservation page lists current watering restrictions as none. Before that, Stage Two (mandatory) ran from August 27, 2023 until the return to Stage One effective December 14, 2023. A new stage starts only by a written declaration filed with the City Secretary (City Code 47-251 to 47-254).

There are no watering days or hours to make exceptions to; the full text below lists what applies.

No watering fines apply today, because no drought stage is declared.

Exceptions to the Houston rules

  • If a drought stage is declared, the code schedule is: even-numbered addresses on Sundays and Thursdays, odd-numbered addresses on Saturdays and Wednesdays, and all other customers on Tuesdays and Fridays, between 7:00 p.m. and 5:00 a.m. (47-251(d)(3), voluntary in Stage One; 47-252(d)(1), mandatory in Stage Two).
  • Stage Two may cut watering to one day: odd-numbered addresses on Saturdays, even-numbered addresses on Sundays, all other customers on Tuesdays (47-252(d)(2)).
  • In Stage Two, irrigation rules do not cover a person holding a hose one inch wide or less, a bucket or a watering can (47-249, outdoor use).
  • In Stage Two, outdoor water use that drains onto neighboring property, a street or a gutter is banned (47-252(e)). Stage Three bans all outdoor use (47-253(d)); Stage Four caps homes at 4,000 gallons a month (47-254(d)(2)).
  • A written variance can be granted during a declared stage and ends with that stage (47-256).
  • Every day: Houston Public Works asks customers to repair leaks and to check that sprinkler heads do not spray into the street or storm drains (Current Watering Restrictions page). This is a request, not a rule with a fine.

Fines in Houston

  1. 1No watering fines apply today, because no drought stage is declared.
  2. 2In a declared Stage Two: a written warning for a first violation, then a fine of $100.00 to $2,000.00 for each later violation (City Code 47-257(a)(1)).
  3. 3In a declared Stage Three: a written warning, then $500.00 to $2,000.00, and water can be shut off after three violations in 30 days (47-257(a)(2)).
  4. 4At any time, Chapter 47 makes any waste or misuse of city water an offense (47-37) with a fine of $50.00 to $500.00 unless another penalty applies (47-9), and service can be cut off after notice (47-38). The code does not define waste for lawn watering.

Report water waste

Call 311 to report leaks (Houston Public Works Outdoor Water Conservation Tips). Questions about watering and homeowner associations go to the Water Conservation team at WaterConservation@houstontx.gov (Stage One FAQ).

Sprinkler minutes are not computed for Houston: the free run time calculator and the personal plan use California's state climate table, so they cover California cities only.

Houston watering questions

Does Houston have watering restrictions right now?

No. Houston Public Works lists current watering restrictions as none, and the City rescinded Stage One of its Drought Contingency Plan effective May 29, 2024. Stage Two, the mandatory stage, last ran from August 27, 2023 until the City returned to Stage One effective December 14, 2023.

Which days would Houston homes water if a drought stage starts?

City Code 47-251 and 47-252 set the same schedule for Stage One and Stage Two: single-family homes with even-numbered addresses on Sundays and Thursdays, odd-numbered addresses on Saturdays and Wednesdays, and all other customers on Tuesdays and Fridays. A Stage Two declaration can cut this to one day: odd addresses on Saturdays, even addresses on Sundays.

What watering hours would a Houston drought stage set?

The code says between 7:00 p.m. and 5:00 a.m. of the following day (47-251(d)(3) and 47-252(d)). The 2024 Drought Contingency Plan PDF prints 7:00 p.m. to 8:00 a.m. instead, but its Council adoption date is left blank, and the code on Municode still says 7:00 p.m. to 5:00 a.m. A declaration states which rules apply, so read it when one is issued.

Can I be fined for watering my lawn in Houston?

Not under the drought rules while no stage is declared. In a declared Stage Two the department may give a written warning for a first violation, and later violations carry a fine of $100.00 to $2,000.00 (City Code 47-257(a)(1)). In Stage Three the range is $500.00 to $2,000.00. Separately, Section 47-37 makes any waste or misuse of city water an offense at any time.

Is hand watering limited during a Houston drought stage?

For the Stage Two irrigation schedule, the code does not count water applied by a person holding a hose one inch wide or less, a bucket or a watering can (Section 47-249). The Stage One FAQ says a handheld garden hose can water flower beds and trees outside the schedule. Stage Three bans all outdoor use.

Why do Houston pages list different watering days?

The Drought Contingency Plan web page gives odd-numbered addresses Sundays and Thursdays and even-numbered addresses Saturdays and Wednesdays. City Code 47-251 and 47-252, the plan PDF and the 2023 press releases say the reverse: even addresses on Sundays and Thursdays, odd addresses on Saturdays and Wednesdays. This page follows the code.

Do Houston's drought rules cover suburbs and utility districts?

They cover homes billed by the City of Houston, including isolated systems such as Kingwood. Houston Public Works also sells water to about 2.9 million people outside the city limits. The Stage One FAQ says restrictions apply to wholesale treated water customers too, and those utilities run their own drought plans. Check the name on your water bill.

Where do I report a leak or ask about watering in Houston?

Call 311 to report leaks, as the Outdoor Water Conservation Tips page says. For questions about watering schedules, such as a homeowner association that does not follow a declared stage, the Stage One FAQ points to the Water Conservation team at WaterConservation@houstontx.gov.
